KCC announces 3.99% council tax charge

Kent County Council (KCC) has today published its draft budget proposals for 2026, which the Leader of the Council has described as a clear step forward following a period of significant financial challenge for the authority.

Linden Kemkaran, Leader of Kent County Council, said the proposed draft budget reflects the progress made since the current administration took office.

Linden Kemkaran said: “When this administration took office, the Council was facing a very serious financial situation. KCC was saddled with more than £700 million of debt, around £84,000 was being spent every day on interest alone, and pressures on vital services were continuing to grow.”

The Leader said the Council responded calmly and responsibly to address these challenges.

“Since then, we are on track to deliver £100 million of savings and income, we have reprofiled almost £40 million of future spending, and we have reduced the Council’s debt by £67 million,” she said. “Kent County Council’s financial stability is improving, and we are now firmly focused on delivering for residents.”

The 2026 draft budget proposals set out a balanced financial plan that aims to deliver value for money while prioritising the services that residents rely on most. They reflect feedback received through the Council’s budget consultation, which achieved the highest response rate the Council has ever seen.

“These proposals reflect the real priorities of Kent residents,” said the Leader. “People took the time to share their views, and we listened.”

The draft budget proposals continue to support services for families, older people and communities across Kent, while maintaining a clear commitment to reducing the burden of historic borrowing so that future generations are not left carrying it.

Linden added: “A key element of the draft budget proposals is the proposal for the council tax charge in 2026. Through sound financial management and efficiencies, the council has been able to keep the proposed increase below the level previously expected.”

The draft budget proposes a council tax increase of 3.99 per cent, instead of the 5% figure anticipated when the current administration took office.

“This has been achieved while protecting frontline services,” the Leader said. “In fact, many services will see increased spending because of the difference they make to people’s lives.”

Brian Collins, KCC Deputy Leader, added that the administration remains focused on the wellbeing of Kent’s residents.

“These draft budget proposals are responsible, transparent and focused on the people of Kent,” he said. “I am proud of the work that has gone into stabilising the Council’s finances, and proud of the dedicated staff who serve this county every day.”

The draft budget proposals are now published as part of the Council’s formal decision‑making process. They will be considered and discussed at a series of public meetings throughout January, before KCC determines the final budget and council tax charge at the Full Council meeting on 12th February 2026.
